The real question is, Who the hell uses a CD key for two games and then donates them to Goodwill? Especially BF3. Some kid's mom probably donated it.

Just because EA gave you a new code, does not mean it is illegal. Selling a pc game on a DVD is just as legal as selling an xbox or ps3 game. If the key is used, it's your own fault for buying a used game. They're a goodwill not a gamestop for Christ's sake. I highly doubt most of the employees would exactly understand the importance of cd keys.
You got your problem solved, congratulations. However, the reselling of the game was not illegal. You were the only one who made a mistake, don't push the blame on others.
It's a thrift shop. My friend volunteers at the one down in town, and he says all they do is mark a random price. One game could cost $8 and the other could cost $20. They don't check CD keys, and they don't check if anything is working. If the item shows obvious signs of being damaged, they won't sell it.

I sold my SNES back when PS1 came out and regretted it shortly after. About 4 years ago I found an SNES at a Goodwill though and snatched it right up. The system worked fine but the controllers were shit (they were also third party controllers) so I went to the flea market and bought 2 SNES controller and the system still works great. You can be suprised what you can find at Goodwill sometimes.

Actually brother, you must have a resellers license for used video games, which they dont have. And the legality varies depending on the games DRM. That's why no legitimate game store sells used PC games anymore, cause it can land them in hot water.

I've made some decent cash buying shit at Goodwill and reselling. Found some N64 Zelda game (OoT I think) Not For Resale copy in a bag of N64 games and sold that for $60. Good day that was.
Goodwill Stores can be great for games. The one near my house usually has some Genesis/SNES games for sale. Oddly enough, it's usually sports games. Still a few gems though (Tecmo Super Bowl, NHL 94, Ken Griffey Jr. Baseball, etc)

Goodwill is amazing for video games, I've picked up tons of (more than 30) old PC games from goodwill.
You just need to remember the newer games you are going to need to either know how to crack the games warez route if the publishers don't help you.
For all the other games though iv'e been able to find the first 3 GTA games, orginal half life, frogger 3d, a shit ton of sim games, tropico 1+2
The list goes on and on. Goodwill ftw

Mostly unrelated, but last week my local Gamestop had a new copy of Half-Life 1 for the PS2 hiding in the back. It was pretty amazing.
By the way, just an update, I had problems connecting to EA online since they gifted me a new code. Long story short, the problem is now fixed and EA gave me full veteran status as well as 15% off anything on Origin as condolences. So all in all $20 got me Battlefield 3:Limited Edition (with Back to Karkland and new gear), Veteran Status, and 15% off Mass Effect 3 :). Jesus christ that was a good day.

Actually they're really REALLY overpriced on some stuff, I checked and they want ~150 for a mosin nagant. Comes with everything but it's kinda high. They occasionally get some good deals, but it's the standard variety of lower end weapons you'd find but for just a little over market.
I did buy ammo from them, I got 100 rounds of new Winchester 30-06 for 35$, in box
I also bought my girlfriend a fake Louis Vuitton bag, which will be an excellent Christmas present
I think my local Goodwill has had a Bauldurs Gate expansion sitting around for a few years because nobody knows where the fuck to get the game itself.
