I've actually had the same problem, however not in Photoshop. I'm not certain how to fix it because my issue resolved itself on it's own. I do think that it is an issue with the tablet and not Photoshop. If you are not using a tablet, I have no idea.

Do you have the latest drivers?
Have you really ticked off the "Shape Dynamics" box in View - Brush?
Have you inside "Shape Dynamics" adjusted the "Minimum diameter" to below 100%?
Have you also set "Control" in "Shape Dynamics" to "Pen Pressure"?

Another thing I noticed is make sure the tablet is plugged in and working before you open photoshop, not after.
Has anyone got a good colour blending tutorial I could use for digital painting? I've looked about quite a lot but not found ones that I feel fully happy with.

Notice the tips on Barnhouse's drawing. They're not very pretty once you notice it.
Yeah the tips are annoying. Mine just looks nicer because I have a nicer handwriting style than him (no offense (a little bit of offense))
The tips remind me of using a spraycan.
His brush is also much softer (no double entendre intended) which, in my opinion, doesn't look as nice.

Well, you are certainly on the right track.
Try to get a better feel of the figure, by breaking it into pieces. I think that would help you create a more anatomical correct figure.
When you get the feel of it start doing some poses to learn the figure from different perspectives and angles.
