Easy. Functional and no-crippled, heaviliy scarred or modifed (piercings, tatoos etc.), also healthy
grown up human being. No sexual dissorder, no psychocological-dissorders and straight of course.
Other things are social standards and have nothing to do with this point.
But still behaviour is standarizeable, trainable and controllable - that is called civilization.
Normal doesn't exist in my world. Good standing does, however. If you're fairly stereotypically built i.e you have no birth defects, no mental disorders and can succeed in life, you can stand tall in life. It doesn't make you normal, however, as there's always something different about you when compared to anyone else.

If you're being serious you're possibly the worst human being ever, you have utterly no idea what you're talking about and you sound like the next fucking dictator. In no way does a democratic society rely on controlling behaviour. Behaviour is "trainable" in the sense that some is learned but even that still depends heavily on social norms. Also if you legitimately think that in modern society, being homosexual, having piercings or scars is abnormal, you're backwards as fuck and are more likely to have ripped through time to get to this date than to be considered "normal" by your own grotesque, hideously misguided standards.
