Yes it can if you are on the side of "terrorists". It's only a matter of the point of view.

Martin Luther King Jr. and Rosa Parks didn't threaten or create any large force to terrorize those that opposed them. They were both simply looking for Universal Suffrage to be extended to their race.

Well the IRA were a terrorist group formed in retaliation to the British army terrorising nationalists, most Irish people would say that the early IRA were justified, and some would say that the later IRA were. When people think terrorists are in the right, they suddenly become "freedom fighters"
