Create a second layer with the "Overlay" effect, paint colors in that layer, then give the color layer a small amount of blur before it's saved so it has less sharp edges.
I also try to make the colors with a "middle" kind of brightness since "Overlay" also takes brightness into account.

I couldn't really do the background guys as the blur looks really strange when I place colour on top of it.

It's amazing how a little more color makes the brain relate to these photos a lot more.

just fyi skin tones are different in different parts of the face and skin highlights/shadows aren't the same hue as midtones
that's why a lot of these look flat

My turtle on the first page was done in paint.net, people underestimate the program (especially with all the plugins available). Like Bernie Buddy, I used layers and the overlay tool.
