Scratch that. I want the survivors to be new guys, but also for the story to work in the fact that Frieza's top commander has been hanging out in Goku's back yard not giving a shit for decades as a plot point.

I was surprised by this. Pokemon anime is 1000x more tolerable in japanese, VA are incredible. So I assumed it'd be the same for DB.

I actually got to meet Vegeta's Japanese VA, Ryo Horikawa, at Fan Expo back in August. I also got to attend his panel, where he did a demo of his voice for Vegeta, and honestly, it sounded freaking awesome.
Some of the other Japanese DBZ voices are pretty good, too. Although I get why people's opinions would be changed once they hear how high pitched Goku sounds compared to the US Funimation dub.

Also fun fact, Ryo Horikawa is also the voice actor for Captain Falcon in Super Smash Bros.

They are new characters, so nope. Also as for GT, the only few good things were SSJ4 and the Japanese theme, otherwise, they messed it up big time(where was Adult Gotenks, Mystic/Ultimate Gohan, and Super Saiyan Pan and Bulla, and no, the 1/4th excuse for Pan is BS considering she helped in the SSG ritual and her grandson was 1/16th and could go Super Saiyan).
If there is a new series, hopefully we see at the very least, Super Saiyan Pan(with a different personality probably). But, for now, this movie seems interesting considering every Z-Fighter(except probably Yamcha) is fighting this time.

The reason why there wasn't a Super Saiyan Pan was because at the time, Toriyama couldn't figure out how to properly make a female SSJ form that didn't look strange, like Pan becoming muscular like the male characters did as they went up in level. He and whoever else does the art for all the various spinoffs and such don't really have that limitation now thanks to Dragon Ball Online and Heroes (and soon Xenoverse too, presumably), but yeah.
