You clearly don't get the idea at all. They are trying to discourage stupid driving. The multi-million dollar tv campaigns, the cross roads programs and the extra restrictions on licences are all methods to reduce death tolls and encourage responsible driving.
It's not as simple as doing nothing and hoping the stupid drivers won't be stupid in the future, or for them to magically become responsible drivers.
And none of this redeems the fact that you tried to blame these two factors on an entire nation.
