This was proposed in the 1890s IIRC to the British parliament but it, for obvious reasons, didn't go anywhere.
There's a lot of issues that overpopulation causes. Using up too much landmass of the planet isn't really one of them.
If the planet was so full of people that there isn't enough people to stand on land there would be larger issues like there not being any available water to consume for us and our crops.
I mean in the way that human bodies store a lot of water. We're storing like 56 billion gallons now right?

Once all sea life is dead and coastal cities are all flooded, there will probably be massive migrations to Siberia and northern Canada, and the sahara *might* return to it's original savanna form, that might help I guess.

Draining large swaths of ocean to make land for living is a pretty bad idea. Unless you want to bring it to grade, if your Levee breaks you're fucked. See: New Orleans circa 2005. You'd require 24/7 pumping to keep it dry and to hold back the seas. 24/7, top notch maintenance and monitoring of the levees and dams to make sure they're not breaking, etc. It would be a monumental undertaking.
Though the Dutch have done it on a much smaller scale for quite some time now:

Technologically feasible, but a huge, huge gamble if the system fails.

Important to note is that these are standards the dykes are built to, so if the climate changes enough to increase the frequency of floodings, the dykes will be strengthened to uphold these standards.
