Not magnets, they're hard plastic bars you drill in to reduce coping / rail friction and save your deck some wear and tear!

UP80, one of 56 gas turbine-electric locomotives(GTEL) built by the Alco-General Electric and later just General Electric for Union Pacific between January 1952-June 1961. The third generation of these locomotives possessed the most powerful prime movers in any North American locomotive with just single one producing over 8,500 HP and Union Pacific claimed that they carried more than 10% of it's freight.

The A unit(front) contained the control cab and an auxilary diesel engine, the B unit(second) carried the turbine and the main generators which provided the electricity to the traction motors on both it and the A unit while a tender carried the fuel. Their main drawback however was their fuel consumption which was twice as much as a equally powerful diesel engine which was led to their eventual retirement in the late 60s.
Today only two examples of these locomotives exist UP26 which is on display at the Utah State Railroad Museum in Ogden, Utah and UP18 which is located at the Illinois Railway Museum in Union, Illinois while some of the tenders have been recycled to serve as water tenders for steam locomotives including UP844 and later UP4014 and 3985.
