Using high-temperature reactors designed for it will massively reduce the cost.

All those lights (even if they are LED), climate control, general maintenance, building costs etc. all make it a rather expensive alternative to regular field farming. It really is not a bad thing but with anything it will not stand a chance unless it can come close to actual farming in terms of economic sustainability.
I suspect vertical, urban farming probably isn't as popular yet because actual, rural farming is heavily subsidized by the government to make it easier to do financially.

Electrifying the entire planet is very much possible. Take China for example, they have over 65 000 km of electrified railway lines. That's about 50 % more than there's railway lines in Canada altogether. The whole Europe is also electrified and the Central Europe has a quite complete system of high speed ICEs. Hell, even sparsely populated and cold climate countries like Finland have more electrified railway lines than US and Canada combined! Sure, here in Finland there's some minor problems every now and then and the maintenance might be a bit costly but overall the railway system works pretty well.
