Mine was too powdery shall I add milk or more water next time?

This is the recipe I've used, and it always comes out nice and rich and brownie-like.
I'll do it at 4:20 if I can.
Tried recipe in OP. I added a table spoon of caster sugar in too, however. Also, once I took it out of the microwave (1 min 15 seconds) I took some milk and added one milk cap's worth of milk into the cup.
Tastes epic.
... My dentist is going to murder me.
I'd rather go for a regular brownie.

I just tried that and its nice :D Bit too sweet for my liking though, so next time ill use less sugar
I always get the best results with.
4 tbs flour
4 tbs sugar
2 tbs of unsweetened coco
3 tbs milk
3 tbs oil
1 egg
1 tsp of vanilla
and nuke it for 3 minutes. it doesn't really make a brownie, its more like cake.

1 tbs of milk and 1/2 tsp of vanilla mixed with 1 cup of powdered sugar makes a decent frosting.

I was looking for the ingredients to make this, when I found brownie mix, so I used that instead. And baked it. Is that okay?
Nobody can really say this sucks or it's perfect. Results will always vary. I use Hershey's Cocoa: Special Dark and Betty Crocker rich and creamy hershey chocolate icing. I will say this this combo is pretty good.
I tried the pictured brownie recipe, I recommend adding more oil or alternatively some butter because the thing went as dry as a desert once it cooled down. - The dryness was due to me baking it for 1 minute longer, but that was necessary because of the raw egg.
PROTIP: Check the flour you get to make sure it's plain flour and not self-raising.
I just tried the one without the egg, result was better than expected. But it didn't blow my mind.
I was really struggling with mixing the ingredients together, so instead of 2 tbls of water I used 3.
But the result was too moist, too mousse-like.
Next time i'll add an egg, it will probably be easier to mix, and it will make the texture more cake-like, instead of this slimy moist substance.
Also forgot to add vanilla, i'll add some vanilla sugar next time.

Holy shit, I just did this with olive oil since that was all I had, then added Nutella to it after and it tastes amazing.

would it still work if i used mint chocolate hot chocolate instead of cocoa powder
