Making an issue out of something like this is really pointless in my opinion. From my understanding he's not using actual usernames either, just snippets of text from a free & public forum.
As a comparison, imagine the uncountable amounts of monetized YouTube videos that feature screenshots of comments, forum posts, tweets and whatever else.
Do they get sued for using those snippets of text? I don't really hear about that happening. This might just fall under fair use, even. (but I may be wrong on that)

The way i see it is that it should be fine for him to use the content, but if someone decides they dont want their posts included then they should get removed.

It depends on the country. In terms of selling to Germany for example, fair use just plain doesn't exist and the DMCA's protections don't either, so anyone whose creative work is used without permission would most likely be able to send cam64DD a pretty costly cease-and-desist (or failing that kill the game country-wide).

Make it this huge event, like suddenly a nuke goes off in the distance, one of the characters remarks he senses a disturbance in the force, there's a noise effect on the screen for a while
If you go there to investigate you have to go through inhuman levels of dumbness radiation, you need a high level character and use a rad suit and radiation pills and shit, kinda like The Glow in Fallout
when you reach ground zero you only find the post there, in the middle of a desolate plain and instantly die regardless of your gear

now i'll add ratings.
basically, this is how things are going to work: the player will be able to rate posts and exploit the bandwagon effect; if you arrive at a post early enough and be one of the first users to rate it, chances are that post is going to receive lots of similar ratings. This is how the players will be able to interact with most users.
Now, I'm not promising a gigantic system that reacts intelligently to your ratings because that would take way too much time and is beyond my current skills. I'm working on something far simpler: By rating specific posts, certain events may occur.
The player will also take on the role of a Substitute Moderator, so they'll also have to track down reported posts and punish the offending poster. I'm working on a Peggle-like banning mechanic as we speak. Could work, could suck, we'll see.
