Less spambots and alts, and more quality posts because if someone gets permabanned it actually is a waste of money that they spent on the account.

If the new user gets a ban within a set amount of time the vouching user gets the same if not a higher ban. It would really make people think about who they'd vouch for.

Most of the alts are already filtered by the ipban thing I guess. A vouch system works, just make it so if the guy gets banned, the voucher receives a ban as well. Fear always works.

People without a trusted connection here aren't going to get in much quicker and any new user trying to abuse the vouching system would be punished with the inability to be vouched for and with a longer waiting time before posting. As for the shared consequences it would only apply for the week that they would of otherwise had to wait to post. This whole thing can get a bit complicated if the refugee camp is anything to go by, giving the users and admins power over who gets in will likely result in a lot of users vs. admin situations.

I like the idea of an anti-refugee camp. New users make an introduction thread/post which gets rated by members and then the ones with decent ratings get approved by a moderator. [editline]18th February 2013[/editline] Either that or bring a refined smartness system back.
Make it so people need to use their work, ISP or educational email for registration. It will ensure high level of personal responsibility and doesn't let people have multiple accounts. And it's free. NeoGAF has done this very successfully.
