Because people keep buying the same game year after year. Just look at sports games and Ubisoft.

Last year when I was at gamestop preordering the MGSV:CE, there were some bros there who were upset that they weren't getting as much as they had hoped for trading in their copy of the previous year's NBA game for the current year's game. They still ended up getting the new version even though it's the same fucking thing just with rosters changed, new music, and maybe UI tweaks
