The real question isn't how much the shell cost.
It's how much the tanker was worth, including the fuel.
Consider how much money it would have saved the US if they'd taken that fuel and loaded it into their vehicles. Doesn't seem so smart now does it.

Actually I believe that the soldiers were being safe by blowing it up. During patrols they never know if something like that 'accidental' tanker wreck is actually accidental or some insurgents rigged it to be used as a weapon. It's always safer to destroy something than to end up messing with it and finding out some terrorist is behind a building with a detonator.
