If I remember correctly he shoots the background and the foreground in different exposures and then cuts the car out from the original background and puts it into the new one to get that fake look.

The rolling shots has new backgrounds, but the other pics doesn't.

I think the sky wouldn't really be blurred in a shot like that
It would in the front, but not as much as the objects around the car ofcourse.
