As of now, there is no possible way to detect earthquakes.. And even with research money, I doubt they will find a way.
To detect an earthquake, you must either plant a seismic detector, which will detect an earthquake [B]minutes[/B] before it happens. Not a big help.
But you can also register small amounts of seismic activities and put together a [B]guess[/B] of when it's going to happen.
Bottom line: There is no way of detecting an earthquake months in advance, despite random guessing.
