I think this part of the context was lost to most, but the whole ban thing is really aimed at getting children to stop saying those kinds of things (and probably to some extent adults telling children those things too). Not just bossy, but in general somewhat demeaning words used when a girl tries to be a leader. Mostly to get parents and teachers to get kids to not bully girls who try to be leaders.

Keep in mind though that we aren't really the main audience for this kind of campaign, its mostly targeted towards parents and teachers, and to an extent children.

because when you give girls and young women shit for trying to take charge by calling them bossy, you discourage them from trying to take charge or be confident in the future. the problem is that too many women and girls are being discouraged from being confident because it's seen as "bossy"
