They're using an incredibly broad definition of "decriminalized," then, because I can tell you for sure that weed is not decriminalized in Texas. Misdemeanor possession is still, legally, a crime - so, not decriminalized. I know plenty of people who have ended up in jail, get fined, and are released on probation with a mark on their record for years. Absolutely still criminal there - "decriminalized" is a huge overstatement.
Usually "decriminalized" means that there's no arrest, prison time, or criminal record for possessing or using certain arbitrary personal amounts - just a fine, like a traffic offense. Not the case in the vast majority of the states shown there.
