I think the question is why he's able to walk like normal but upside down. After all, all of the air is in his tank and lungs, you'd expect the top half of his body to float to the top, not for his legs to be at the top with his torso at the bottom.

He's wearing a dry suit so you can fill or empty the suit with air which is how you control bouyancy. Considering how puffed up the suit looks, he's filled it right up.

I believed this once. When I finally received my Vive, I thought... no... hoped... that it would bring me closer to my waifu. However, this was far from the truth. I was merely a ghost in her world.

Those anime tiddies, as beautiful as they are, cannot be touched. Never before did I feel so close yet so far to my waifu. I'll never feel her lips pressed against mine, I'll never truly caress her body, I'll never be able to sleep with her... just as she will never be able to do the same with me.
