Sort of. The series performed awfully to the point that it didn't even complete its full run. On the verge of bankruptcy and in need of cash, the studio sold licensing rights to ADV (an infamous name in the US anime scene) with no restrictions. They were told to do whatever they wanted, as long as they bought the license and made it sell. The director went full comedy mode, keeping only the very basic plot outline. The first actors called in to record apparently got to set the scene tones and subjects and the rest had to follow.
