It's not like he explains it at the beginning of every episode.
Basically, it's like the scoring in the American "Whose line is it anyway?", only more fair.
A point or two for every correct answer, more points for being interesting and 10 taken away for every incorrect answer. Because the filming is hours long and then edited down, the scoring doesn't seem to make any sense.

This has always been a mystery to me. If someone could explain this we'd all be eternally grateful.
Something quite interesting: There's one, and only one, regular guest panelist that always insists on having the questions of the show beforehand. Fry hasn't disclosed who it is, but he said "It really annoys me. In fact, one day, I'll make sure that person is given a list from another programme because they don't need them.". He did reveal that it isn't Davies or Rob Brydon though.
Speculations, anyone?

If I were to place a guess I'd say it was either Sean Locke or Jimmy Carr. As funny as they both are their gags often seem to arrive much quicker than every other comedian I've seen on there. Plus most of the other regular guests seem way too casual to do something like that.
Jimmy Carr's laugh is annoying.

I've seen it happen in the Regular Show thread. It's good for people that may have forgotten to watch the new episode or have no access to the channel.
Also, in regard to the QI guest who demands to know the questions beforehand, my best guess is Jo Brand.
It may be due to editing, but she's made some intricate jokes that came out bizarrely fast, and some of her jokes were forfeits, word for word.
Maybe she had jotted down a bunch of jokes for the program and let some slip, then the scamps in charge of the claxons had prepared forfeits for them.
Stephen's wording also implies that it's a very frequent guest, and she happens to be the number one most frequent guest.
But the forfeits match word-for-word plenty of times to other people too. I can't remember exact examples, but I do remember Stephen saying "we know you" plenty of times.
And besides, Jo usually makes a joke about her husband which is pretty easy to see coming and set the forfeit up for it.
I have to go with David Mitchell; his jokes aren't quick and well-put like most of the others but he always has a rant seemingly out of no where on one of the subjects.
I love these rants, but I doubt he could make them up with such good metaphors and alike without some preparation .

It's definitely not Mitchell, if you've seen him elsewhere you'd know that if there's one man that can make up a rant like that on the spot, it's him.
