Yes. You just have to flirt with both of them to get the scene.
I was always too much of a chicken to flirt with both Kaiden and Liara to get that scene. Plus I never liked the way Liara went from socially awkward scientist to her throwing her self at you so I usually did not talk to Liara much anyways.
