I'd say something along the lines of "maybe this is socially acceptable behaviour in South Africa", but it's not. It's just a staged video. In real life, especially in SA, he'd have a gun or two pulled on him for doing that.
What I did in middle-school was way funnier and tasteful.
I was sitting behind a classmate of mine and I noticed that we had the same hair tone.
So I quietly cut of a bit of my hair, then moved my scissors behind his head and *snip*.
Then he looks backwards and sees me there with a tiny bit of hair in my left hand and scissors in the right one.
Man was he furious, but he calmed down when I explained that it was my hair that got snipped.
While I agree it's a stupid haircut that looks absolutely ridiculous and I don't understand why people wear their hair like that

Honestly I am kind of happy that they were able to do this, them being in Cape Town explains why they weren't shot by some bystander or robbed twenty minutes before getting there for having rolled down windows but it's still nice that people are able to do stupid stuff, staged or not
