Every time you shift in a turbo car you can hear the BOV making the "Psshh" noise. That means RPM's lower, release excess pressure and bring in air that will match the fuel to petrol intake.
There is no correlation with turbos to gears (as stated above)

Also, that explains turbo lag, the time it takes for the turbo to reach it's RPM for the intake of air, the intake is pretty much blocked until it hits that RPM

Ha. Apparently there is no point in debating this with you. RPMs isn't what spools a turbo, it's the engine load at those RPM's. If you have two identical cars both in 3rd gear at 3000rpm, and one is on an incline while the other is on flat ground, and they both go WOT, the one on the incline will hit boost at a lower RPM.
