If it's on the rotor I wouldn't worry about it, they tend to rust very easily. Most of the rust on the braking surface itself gets blasted off by the brake pads. Look at the wheels of my car, there's rust.

7 coats of Lacquer - nothing more can be done. There are a few holes into the vehicle (taped now), V4 engine, hand brake is broken, if the vehicle stops the engine shuts off due to batty issues (Occasionally it turns itself off on the road as well) - can punch most of the vehicle to peaces due to rust. Radio is broken... that's all I can think of so far. I can guarantee you it won't pass this year's EU control. :(
