I could use some advice, I'm going to be getting a cheaper car to drive back and forth with for college for the next 2 years. I'm going to have ~$2500-$3000 to spend. Some of the cars, all years 1997-2003, that I have been looking at include: Dodge/Plymouth Neon Chevy Malibu Chevy Lumina Honda Accord/Civic Nissan Maxima/Altima Toyota Corrolla/Camry Mazda Protege Pontiac Grand Am/Prix Which cars would you rate as the best quality investments?

It does like 15mpg average between city and highway. (12 and 19mpg) It's not like your driving this car daily though. Maybe just cruising on the weekends or something.
Hondas are reliable as fuck. Check the timing belt and your pretty much good to go. I would say the pontiac just cause I'm a pontiac fanboy, but they probably aren't nearly as reliable.

Finally got my car back from mechanic, he made the lambda probe so the car runs better now, also some rust at the back which i couldn't do myself. I also went ahead to a car scrap yard, where i found something pretty good. An original Kamei rear spoiler for golf mk2 from germany, looks really good, and i got it for 100kr around 14$.
