eh, with electric kits you get what you pay for. at least you didn't pick an ion kit, ugh. i'd have to beat you to death with a bumpy dildo.
if i were in your shoes, i would spring the extra hundred bucks for the yamaha dtxplorer kit. my friend has one of them for noise reasons, and they feel decent and the sound quality is pretty good as well.
Only downside is that the hihat pad is a standard tom pad, but you could always get a hihat pad and replace it.

In my opinion if noise and space isn't that much of an issue, I would recommend upgrading that acoustic set, or getting a new one if the acoustic is really that bad. Acousts are easier to add on too, and easier to customize. Electronic sets are good too, but only if noise and space is a problem.

double bass truly isn't that hard to learn. as long as you have your pedals set to comfortable tension, you will have it down fairly quickly.
best thing i've found to get your steadiness down is to get a standard 4/4 beat going on the hi hats and hit your right foot on 1 and 3 and your left foot and 2 and 4.
Double bass in triplets (not triplet bursts, but like constant 16th notes in a triplet rhythm) throw me off at high speeds. Bursts are easy for me, but brute speed is not so much =( I've had to practice quite a bit to get to my speed, which still isn't as fast as I'd like.
I rarely do straight double bass though, usually doing more shit like Gavin Harrison with his triplet bursts, etc. But, I am trying to learn a few Opeth/Arch Enemy/etc songs, that require solid double bass, so I must continue my practice with speed!

When i play the bass pedal with my heel up , it gives my leg a harsh pain , but when i do it heels down, its more relaxed and i cant play well because its so relaxed to hit hard and fast etc etc.

Not unless you hook up an electric kit, and then assign them from there. Look up some tutorials on youtube.

I have rock band, and yes it is very fun. On the drum side of things, Unless you're on expert its not like playing real drums one bit. If you're not a drummer, you'll find it very hard on expert.
