In some states underaged CAN own firearms and purchase them in private sales with nothing more than parental permission, FFL is 18 and 21 for rifles and pistols respectively though. And in some it's just rifles, not pistols.

12 gauge is easier to find and cheaper stuff recoils less than most 20 gauge loads.
I don't see much cheap-o 20 gauge stuff around, almost all of it is loaded for hunting and will kick a lot worse.

What kind of 20 Bore loads have you been firing that has more recoil then a 12?
Yea realy, In my experiance every 12ga. I've fired has plenty more kick then a 20ga.
