I dunno about these guys, but i just use paint to decrease the size then re-increase to give me pixels.

I used the photoshop mosaic function for mine

Paint seems like the much easier option, though

yeah, paint gives me random pixelations where as photoshop simplifies it too much

scale to 16x16 or 32x32 in gimp with no interpolation and scale to the original size

I use a blur option in gimp that gets the same effect.
