Yes, they do, and they get rated dumb too. Unless they did a lot more stuff and the filter wasn't a huge part of the contribution. Im not like coming after you or anything, Im just letting you know for future reference.
Conclusion: Use filter effects in areas where they are absolutely neccesary, and only use them in [I]parts[/I] of works. Do not make them the sole ID-Point of your image. Use of filters as major themes in work shows sloppiness, laziness, and lack of originality.
