Why not 'Ich möchte Englisch studierien, weil es ist interessant.'
In addition, why is there a comma before weil?

It's because "ist" is a verb, not specifically because of the word.
If there's no comma then the sentence has to have a completely different structure. The second verb in any sentence goes to the end afaik.
