Whether or not you think lolicon is child porn, there's one extreme difference between the two: Impact.

Lolicon has no real world impact, and unless you can cite a real world example otherwise, the effects do not go past the screen and the person watching. The only real world repercussions of lolicon are wanker's wrist and people finding the files on your computer and assuming you're a pedo.

Child porn, on the other hand, is heavily cracked down upon because it has major effects on a real human, and real events such as human slave trafficking and kidnapping and selling children into sex slavery are a result of it.
