Lolicon that claims to be lolicon = Child Pornography, illustrated, but still child pornography. If it wasn't a child, it would be called Chibi.
You should not be arrested for looking at something that's not real, and although its sick, that in no way makes it a candidate for illegality. Porn doesn't give you the urges for it's subject, you already have them, and you let them out through porn. Saying that being a pedo is a lifestyle and not an already present urge is like saying the same thing for homosexuality, although pedophilia has more to do with how the brain is wired up and homosexuality has more to do with that and a chemical imbalance.
Furthermore when trying someone of a crime like having intercourse with someone under the legal age in what ever country they live in, the legal age should be the least of the court's concern. They should focus more on whether or not the person under the legal age had any say in the matter or was somehow pressured into doing it. Although most of the time in these cases, us guys being the way we are, it's far more likely for a guy under the age to have wanted to have sex than a girl, but there still is much injustice and sexism in the system, us guys being the way we are. AND if you think that a guy should get a harsher sentence because of his occupation and/or the way he looks and ethnicity, then you are a biased person and should not be in any way the decider of that person's fate.

What's the difference? You're exchanging one arrangement of carbon atoms for another - fundamentally, it's the same. Though note that lolicon is drawn without abusing children in the process. Real CP is probably damaging the children involved quite a bit. Lolicon is largely the 'safer' alternative in the essence that it doesn't directly damage children, though the images presented by it inherently do. Both are pretty sick, but in the scheme of things, lolicon is less damaging than actual CP

Which statement, the one that lolicon is child porn (illustrated), that Pedophilia is largely something you just have, or that Pedo crimes should only loosely be based on the age of the persons (unless of course the person who was underage was at an age lower than when people usually start to sexually mature)?

I myself don't find Lolicon interesting at all and don't like it, but I still have to disagree with this.
As awful as it sounds, people that get hard on little kids can't do anything about it. And as long as they keep their fantasies in their heads, I think it's ok. And watching little anime kids in sexual positions, it's still ok. No one has been harmed.
