Even though it is only drawn, it's still pornographic, and it takes advantage of pedophilia to strengthen the image's appeal. If it's is completely dependant on if it involves children. It appeals to pedos.

However, Video Games aren't designed to stimulate the part ofthe mind that enjoys killing, it just uses killing in a way that would be fun. It's NOT dependant on if it's violent or not. They appeal to anyone, not just mass murderers.

You could make a game completely nonviolent yet it would still be a video game. Removing the child from the lolicon would turn it into normal porn, not lolicon.
