If that was true then me and my dad should be in jail for googling plans on how to make a nuclear bomb then going on ebay and searching for weapons grade uranium.
Go with nuclear weapons, or stretch it a bit (actually quite a lot, but whatever) and go with anti-matter bombs.
Still blowing up Antarctica is maybe a bit difficult, a nuke that blasts the lid off the Yellowstone volcano would be easier and most probably do a lot more damage (that's just an idea, there are a lot more stuff that can be done, and I'm not even sure that the Yellowstone has enough pressure yet to cause something big).

Water take more energy (c=1) then ice (c=0,6) to raise its temperature. Just add gigantic smoke cloud covering the atmosphere, there you go.

Mhm, but from what I can see he just wants nuclear winter or equivalent; sea level increase is unnecessary. Or does he mean to have the seas freeze over or something? It's not that important anyway: I was just pointing out that I thought the premise was strange and I've seen far worse phlebotinum.
