In actuality, it's within their right to shoot any dog in self defense, but most of these cases are just if the dog happens to wonder onto the property. This is a small neighborhood, so of course some fucking dogs may wonder onto your property. The more sensible option would be to take him to the nearby residents, not fucking kill it.
did he happen to mention the breed? cause if it was a notoriously aggressive breed (german shepherd, pit bull, doberman, dalmatian, etc.) he may have had a reason for shooting the dog.

i haven't lived in tennessee for ages, but according to this info it has moved more south.

The police do literally nothing about animal cruelty in this area. There's no leash law (which there really should be), so in their eyes, there's no reason to enforce such things. The last time someone's pet was killed and blatantly not for self-defense reasons, they just went "Well boys are boys" and left.
They do not give a single shit.

Also, that particular case involved someone's cat being tossed to the ground during a family dispute. The 'boy' in question was about 19 years old and never was punished.

Could just be Wear's Valley in particular. No one really cares what happens in this area, so a lot of shit flies under the radar. Pretty sure a lot of active meth labs are around here too.
