I ended up covering my town in parks before I realized it wasn't making a difference.

That's why I refuse to go on pubs. Pubs are like a cheap box of chocolates. A few may be good, but most of them are gonna be those awful orange sherbert ones.

When I make a city in Sim City 4 I set a large residential block, water, wind power, school and medical clinic, add commercial and either agriculture or industry a while away, so the pollution doesn't reach. I add police and fire stations as necessary. I use wind power until I can afford solar power. Usually works. It's kinda recommended to do the custom install with it due to the amounts of niche and near-mandatory options it has (many automatically disabled in the default install).
