His name's Kitami and he uses the Desert Eagle from HL: OP4, wears a cap and the only other way I can think of making the character unique without modifying the colour of the uniform or anything like that is to have his sleeves rolled up or something.

He hacks himself into some security files and downloads them onto a Portable Detonator.
Nobody see's him doing this, as nobody is around, and there are no security camera's
