Trim don't shave, a kid I know cut his ballsack open while trying to shave his pubes, I've only trimmed ever since.
I shave my neck and my balls.
I have a closely trimmed beard, and I closely trim my pubes.
Gives me most of the benefits of being shaved, but without annoying/itchy stubble.

Just use a dull razor.
I basically use a disposeable razor on my neck for a week or two, and then when it starts to get dull I switch over and use it on my balls.
Don't have to worry about getting it knicked with a dull razor.
Also, if you splash some cold water on your balls before shaving they tighten up and it's easier to shave them.
