person B is also black, and lives on the other end of town and has no relation to person A
person C is white, and lives in the middle
one day, A, B and C meet somewhere at random. A, despite not knowing B, says hello via the term "'sup nigger". B returns the greeting with "not much, my nigger". C does nothing.
the next day, C and A meet again at random. C greets A with "'sup nigger", and A replies with "you fucking racist"

When a random white person calls a black person a nigger, it's typically used as an insult, so it's seen as offensive.
It's all about how the word is used and who uses it.
