Delete everything in your steam folder except "steamapps" and "steam.exe".

I have a 3 year old laptop that, after a revival installation of windows, runs steam games almost as good as my pc

Glad I could help. Steam was designed in a pretty handy way in that it doesn't need most of it's local files to run.
