There was no one else around, he even states in the video that she looks around for other people before attacking him.

I understand not wanting to be filmed at the beach, I definitely wouldn't want to be.

If you want someone to stop ask them to stop. If they refuse, and you believe they're doing something illegal, call the cops. If this lady decided to stop there and wait for the cops she'd be fine, instead going absolutely nuts was apparently her bright idea of the day.
