I like to imagine some dev was just looking up guns from that era to include, found the Kolibri and showed it to all his buddies, then one of them made it as a joke and decided "Ship it!"
The phantom bow was the handicap/humiliation weapon in BF4 but you could at least still one-hit kill with it. This is some next-level trolling right there if you can pull it off.

Although I wish there was more focus on bolt actions, maybe with them as the basic weapon or more prevalence in the roster, the game is still fun and I won't be overly hurt by them not being included, especially since the game is thematically accurate to the setting and it helps dispel the Trench Warfare myth.

We might actually see more of a prevalence of them in hardcore mode whenever they release it.

It is an actual loadout item, yes. It's not an easter egg but more of a joke gun instead.

It is an actual gun, it was developed in 1914 probably just before the war broke out.
Doubt it was actually used during the war, Dice probably just added the gun in there for fun.
