The kid did step a bit out of a line, you shouldn't act that way to anyone.
Having said that however, The cops were definitely more out of line.

He stepped to the army soldier in a confronting manner, He hit him on the ground, and had his knee on his chest [b]way[/b] longer than needed just to seem more like a bad guy to get more of his monologue in.

And after that teased him about him making noises of pain.

The officer stepped forward first and changed his tone of voice completely, the dude probably responded like that because he was feeling threatened. Then the cop beats him down and begins choking him.. regardless of attitude, it's pretty clear who's in the wrong here and by how much.
