Exactly this.
With a limit is doesn't solve anything about ninjas and it's just longer to actually wait for all involved.
Without a limit it gets way out of hand and is impossible to keep track of.
Worse than ninjas is getting on for a while and then discovering that many people are declared ahead of you and you haven't the time to wait for three people to take their turn and then edit your own.

2.normal declaring>only ninjas

PW is usually about patience pronnie, get used to that.
Others will might disagree and say it's all about fun, but i think it's really about patience.
Because playing a Proper PW games takes time, and if you can't wait for someone to take their turn, no matter how long it takes, then there is no point in playing.

Gilim hands the Barrel of Munitions to Thrim, He can take it down to Frond so he can make himself useful.
Gimrak Flattens the land, so that basic building can start.
Frond leans over too far and starts running down toward the hole.
The Barrel of ale ontop of the rock has a leak in it! The Grass starts to die... This can't be just normal Ale...?

Gilim, Feeling rather useless (even though he [I]is [/I]the king) decides to kick som dirt into a hole.
The Barrel of Ale certainly isn't normal! All of the rocks slowly fade away to nothing, and the Dirt forms into a more circular Dirt heap.
