There's a problem with this. Action potentials and neurotransmitter communication arent as input=output as it seems.
At the dendrite, you have loads of information bombarding the cell from multiple synapses from possibly, multiple neurons. This information bombardment contain both excitatory and inhibitory information that, sort of, fight for activation. For example, you can keep your reflex of pulling away from hot objects by sending loads of inhibitory messages to the spinal cord. You do this when you go to pick up a known hot object. Now this allows you to pick up the object but only for a small amount of time. The hotter or longer you hold it, the more excitatory messages get sent to the spinal cord from the receptors in your hand. They will eventually overcome your inhibitory messages and cause the reflex to start (and you cant stop a reflex once it starts). So thats one example of how the brain has many conflicting messages, as it happens during normal thought processes.
Since you have these conflicting messages it makes it difficult to know what message is going to go through. Sure what i mentioned before can kind of be predicted, but there is variability and some randomness there. Another important thing i want to note is that when a neurotransmitter locks into the intercalated protein/ion channel, it doesnt guarantee an activation. I believe my professor described it as being slightly better than 50% chance, that it will activate but it varies from neurotransmitter to ion channel to structure in the brain. Not to mention the fact that neuromodulators (a kind of neurotransmitter) can be released from one synapse into an entire section or area of the brain to activate neurons far from the synapse in which it was released. Another bit of variability.
My last bit is about learning. Learning is thought to occur when there is increased depolarization in the cell and causes ion channels to open up enough to release a magnesium (i think thats what it was, my mind is a little fuzzy on exactly what was plugging the hole) particle to allow calcium ions into the cell. Now this also adds more variability since this chain reaction can go wrong or not happen in many ways. The cell may not get stimulated enough to unblock, the Mg may not leave the ion channel, or the calcium may fail to activate other enzymes within the cell, preventing learning. So its hard to tell when someone has learned a pattern or not which will also make it difficult to form a predictable thinking pattern. Not to mention implicit learning which is a whole other thing that is difficult to test.
Now I do still believe everything in the universe is predictable, you just need incredibly amazing tech to calculate it, which we are clearly far from. Is the human brain predictable... well, too an extent, yes. The universe has its rules by which everything follows, we just havent discovered them all. If we were somehow able to predict what ion channel gets activated, how intense or where the information is going, and find out exactly what neurons it will activate, what will go through to the muscle and produce a stimulus, then yes it is predictable. Just because something has plasticity doesnt make it unpredictable, just makes it a lot harder to predict. I just wanted to clarify how the brain is more complicated than 'input always creates certain output' sort of deal.

Hash is awesome, if you want to roll it you need cigs or roll ups because you should roll the hash into a long sausage long enough for rizla and then put a thin layer of baccy on the bottom then the hash in the middle and more baccy on the top.
Hash is pretty much the only shit I smoke, sometimes I buy green. But seriously hash is awesome!
