It doesn't matter when you order, every order takes a different time for items to get in stock, etc.

Last time i ordered it took 14 days total to get my order from actually ordering it, to get the package to my door.
8 of those days were Deal Extreme gathering my items, and my order being stuck in Swedish customs.

It wouldn't defeat the purpose at all. You would only get water vapour and nicotine instead of harmful smoke, tar, etc. In fact I saw a similar thing (not sure if it's the same one) advertised as an alternative to the nicotine patch, or a way to get your nicotine fix indoors without smoking up the place.
