The only thing really symbolizing security in any way is the shield. But even that is in a very deformed and classic style like the rest of the logo.
I just don't get what it has to do with security at all. heck, it's not even a pegasus in the shield, just a normal horse.
The colour theme seems to have been chosen to give it an old and worn out effect, but that doesn't make sense. Do they specialize in old security solutions like putting logs infront of the door?
I couldn't have taken the team seriously at all as a security team with a logo like that. There is nothing that implies security, reliability or seriousness at all.
You've built it around pegasus, not security. Pegasus is their name, not their work. Find a way to implement pegasus into security, not the other way.
I'd say, go back to the drawing board. Research symbolism for their main values. Check out the market, what does everyone elses logos look like? Should you adapt to them or differentiate from them? Is there some colours use that bind them together? Maybe you should blend into the market with the colour but stand out with the logo symbol itself? Or maybe the other way around?
Dig, research and sketch sketch sketch. Don't go for the first idea, just throw down any ideas, associations and words you get. Have a lot to work with. Maybe that one shit idea had an element or word in it that was actually brilliant for that other okay idea you had and together it becomes one new brilliant idea.

You're miles away from a Harley Davidson type of logo.

Notice how much straighter and harder the forms are. They're though and masculine. The font is clean and hard, it's definitely something industrial, in this case it's motorbikes.
It doesn't have frilly decors like wings (yeah I know, pegasus, but try to implement it so it actually has something to do with the pegasus and not the shield).
The only similarity you have is that you both use a shield in your logo and it's center-composed. The differences is the colour scheme, how they have the name put into the illustration and using colour contrast to get text hierarchy, there are no detailed illustrations, the shield is in a completely different form and style and it has a pure sans-serif font.
Maybe some stylized Chrysler-esque wings behind a harley-Davidson-esque shield logo thingy? Just throwing out some ideas...

The orientation of the crescent moon in the flag will change depending on the latitude (I think, maybe longitude) of the country it represents. If you look at different countries flags with crescent moons then you'll notice that it changes depending on where the country is as a new moon appears differently in different parts of the world.
Just something to bear in mind if you're going for total accuracy.

I also think having everything in it being round fucks up my eyes because it's too samey. Like, it just fits too well and it becomes significantly more boring because it's just a lot of round stuff within round stuff. But that's really just me and you shouldn't do anything about that.

it's sort of supposed to be a military force to try and keep order in this unstable reigon (the aral sea) organized by kazakhstan and uzbekistan, who both hold the aral area.

Ah, well then it makes complete sense. Both countries knows Russian and you combined both's flag symbols.
I like it now, it's a bit hard to judge a faction logo without knowing anything about the faction and what it does.

if there arent that many wrinkles it would look a bit weird and photoshopped I think. The wrinkles kinda serve to make the design feel it belongs to that shirt.

There's something about the blur region I don't like. Possibly too much blur?
I think the blurred part is too overpowering, I was drawn to it more than the content on the cover. Maybe wash it out a bit or blur it a little more.

i agree with oicani, unblur it and find a better way for your text to stand out. Blurred images should only be used in backgrounds in my opinion. The way it is right now no one can tell if the picture is relevant to the report.

lessen the blur and/or make it more uneven, so it is less or more blurry in some areas
