About the volvo, Installed the other ECU and it... Runs, sort of. I started it up the first time and it burps, keep doing that. Revs to about 2k for a second and it stalls. Get it outside and realize I left the MAF unplugged. Try again and it acts the same way. Disconnected the battery and waiting for the ECU to reset.
I hate how quiet the exhaust on the jeep is right now. I can hear the flexfan flattening out over the exhaust.

And now it doesn't run at all, it cranks, doesn't flood and wants to start. but it doesnt run.
Have you tried your old ECU again to see if it still floods it? Still waiting for you to check if your spark is good and hot. A faulty ICM, coil, or other small ignition bit (or many, many other small things) is likely to have gone out rather than an injector driver inside the ECU/ECM. (I know what that link you gave me said, but I also know how ECMs work a little better than that)
Actually, I am beginning to think its my fuel pump or fuel pump relay. I don't hear the pump prime when I turn the ignition key after I switched the ecu and probably the only reason it started before is because there was still some fuel in the manifold. Whenever it did run, it died abruptly like the car was shut off, ill switch back to the old ecu to see if the new one is causing the pumps to not get power.

I bought Torque and ordered an OBD2 bluetooth adapter today. No more driving to the parts store to borrow a scan tool that won't even display engine data. I spent about $35 total and should have the best scan tool functionality short of owning my own Tech II. For $50 I could have gone to Harbor Freight and bought a tool that can only read and clear codes. Smartphones are fuckin' awesome.
